AMICO CBAI: When AI speaks the language of land reclamation
The first AI-powered virtual assistant designed for the Italian land reclamation sector. A pioneering project redefining the relationship between public agencies and citizens.
Consorzi di Bonifica (Land Reclamation Agencies) are public economic bodies responsible for land maintenance, hydraulic safety, and agricultural irrigation. In Tuscany, Consorzio di Bonifica 2 Alto Valdarno and Consorzio di Bonifica 6 Toscana Sud have chosen to radically innovate their communication with citizens and internal process management through a partnership with Lascaux and the Askme platform.

Annual reports managed automatically
This vision gave birth to AMICO CBAI (Amico Consorzio Bonifica Artificial Intelligence), the first AI virtual assistant dedicated to the land reclamation sector in Italy. This project has been recognized by ANBI Nazionale (The National Association of Land Reclamation) as one of the most innovative national solutions based on new technologies.
“Optimizing agency efficiency, transparency with citizens, and the drafting and archiving of documents was the need we started with. We discovered that achieving these goals was possible through the application of Artificial Intelligence.”
Serena Stefani – President of Consorzio di Bonifica 2 Alto Valdarno
The Challenge: Modernizing a Traditional Sector
Consorzi di Bonifica manage hundreds of reports from citizens every year: requests for information on waterways, maintenance work, reclamation fees, and hydraulic projects. Before the introduction of AMICO CBAI, each report required an average of 90 minutes of manual work—covering reception, classification, assignment, and response.
The goal was clear: improve back-office organization, manage processes remotely with full traceability, and provide citizens with a communication channel that is always available, all without increasing the workload on staff.
The Solution: Generative AI Serving the Territory
The platform, developed with Askme, combines Generative AI techniques based on Large Language Models (LLM) with the specific knowledge bases of the Consortia. This approach ensures precise, relevant, and contextualized responses, preventing the “hallucinations” typical of generic AI systems.
Omnichannel AI Assistant
Automated responses via chat, email, and WhatsApp regarding waterways, maintenance, fees, and territorial jurisdictions.
Real-time Interactive
Map Live visualization of ongoing maintenance interventions across the provinces of Grosseto and Siena.
Geo-located Reporting
Citizens can report critical issues using automatic GPS positioning, which the AI then classifies and assigns.
Document Automation
Automated drafting of administrative documentation, filing of official acts, and classification of requests.
“The platform stands out for its ability to combine Generative AI with the Consortia’s own knowledge bases, ensuring responses that are not only precise and relevant but also timely.”
Michele Mearini – CTO of Lascaux
An Innovation Partnership Ecosystem

Impact and Future Outlook
The success of AMICO CBAI has sparked national interest. ANBI Lazio has already launched a similar pilot project with the Consorzio di Bonifica Litorale Nord in Rome for agricultural water distribution. The “Tuscan model” is becoming a national benchmark for digital innovation in the sector.
“The project facilitates agency-citizen dialogue and improves document management. We have included it among the most innovative national solutions based on the use of new technologies.”
Massimo Gargano – General Director of ANBI
With over €3 billion in ongoing investments in Italian land reclamation (including €1.48 billion from the NRRP), digitalization and AI adoption are strategic priorities. AMICO CBAI proves that even the most traditional sectors can modernize, improving operational efficiency and service quality.
The partnership between the Tuscan Consorzi di Bonifica and Lascaux is a prime example of how technology can transform Public Administration: not by replacing people, but by empowering their work and freeing up time for high-value-added activities.
